Abstract
The object of this research is the control of the Permit Renewal in the Implementation of Coursework Program at Private Universities, while Region III of Kopertis Jakarta serves as the unit of analysis. This study tries to find out the most important stages of the permit renewal in the implementation of coursework program at Private Universities in Region III of Kopertis Jakarta, besides aims to acquire a new concept for the development of Public Administration. The research design uses a qualitative approach and its analysis puts emphasize on descriptive method. Data were collected through participatory observation and in-depth interviews with a number of key informants, including: Coordinator of Kopertis Region III Jakarta, and several Rector of the University/Institute, Chairman of the College and Director of the Academy of Private Universities. By adopting the theory of George and Jones (2006), the results of this study indicate that the control of permit renewal in the implementation of coursework program at Private Universities in Region III of Kopertis Jakarta have been through the stages: setting performance standards, measuring actual performance, comparing actual performance with the standards, and to evaluate results and corrective action if standards are not met. In addition, Region III Kopertis paid less attention to staff planning, with regards to controlling in the extension of operating licenses of Private Higher Education Courses. The new concept as a contribution to the development of Public Administration is that the phase comparing actual performance with performance standards is a condition of success control.
