Abstract
Simultaneous general elections in Indonesia emerged as a constitutional response to
the weaknesses of the presidential system of government when faced with high political party
fragmentation. Constitutional Court Decision No. 14/PUU-XI/2013 serves as the philosophical
foundation for the implementation of simultaneous elections, which were subsequently realized
by casting five types of ballot papers on a single day in the 2019 and 2024 elections. However,
the implementation of this five-ballot model has faced serious challenges at the technical level,
in voter behavior, and in the institutional capacity of political parties. This article aims to
provide an in-depth analysis of the gap between the constitutional promise and the empirical
reality of simultaneous elections, and to examine efforts to restore the electoral system through
Constitutional Court Decision No. 55/PUU-XVII/2019 and Decision No. 135/PUU-XXII/2024.
Employing a normative and empirical approach, supported by national survey data and official
election management body reports, this article demonstrates that the five-ballot simultaneous
election system has led to an extreme workload that claimed hundreds of lives among Polling
Station Working Committee (KPPS) officers, persistently high rates of invalid votes exceeding
ten percent in legislative elections, asymmetric voter attention triggering split-ticket voting
behavior, and a weakening of political party institutionalization. As a structural solution, the
separation of national elections from local elections with a minimum two-year interval
constitutes an urgent remedy to rescue the quality of Indonesian democracy from stagnation,
or even regression toward authoritarianism.
