Abstract

Political reform in Indonesia beginning in 1998 with subsequent economic development has brought with it the emergence of political elites and power in government bureaucracy in the regions across the country. However, loop holes in rules and regulation may have given ample room for corruption amongst such elites and bureaucrats. As Lord Acton said, “power tends to corrupt and absolute power corrupts absolutely”. As part of democratic pillars, mass media have so far exercised the power to control the political actors and bureaucracy. This study explores how media has watched and informed the public of such bad practices of corruption. Making use of publicity of daily papers of Kompas and Jawa Pos from January up to June 2013 the focus of the account are (1) number of corruption, (2) types of corruption, (3) the actors committed to corruption, (4) agencies involved, and (5) what positions the actors hold, the study benefits the theoretical concepts of news and news making, and mass media as the pillar to control public authorities. Method employed is discourse analyses in the framework of qualitative research. Quantitative data is also presented. Results of the study reveal that of the 83 cases of corruption, there are 50 cases being done by public authorities; most of which were types of corruption geared to making him/herself wealthy, making other persons wealthy, and the way they were committed to corruption is by abuse of power. There are 32 cases of the corruption being done by the executives for which Jawa Pos gave the 43 cases (55,84%) and there are 23 being done by commercial entities. It can be concluded that Kompas newspaper so far has not publicized significant number of cases of corruption along the news that are made. In general both Kompas and Jawa Pos have played their social control against the public authorities and political actors. Keywords: Social control, Media, News, Corruption
