Abstract
In a criminal case, if a suspect is proved guilty, he may be sent to prison. There is a rule about capacity of prisoners that may be in a room. But in fact, some prisons like Cipinang Prison, disobey this rule. There may be many prisoners much more than allowed. It is called over capacity. There are three alternatives to solve this problem : to make the sanction shorter by giving the prisoners remition, to move the prisoners to other prison, to build the new prison.
