Abstract
The concepts common security and cooperative security have included the idea of politics of meaning and the need for getting closer of percieving among actors. Coooperatin could be developed by way of transforming theats into dialog, trasparent security policy and minimizing agressive acts. The paper examines the development of the concepts in the context of ASEAN. The analysis comes tothe conclusion that it is a positive measure that Indonesia calls on ASEAN to improve cooperation under Asean Security Community (ASC), and it is at the same time undeniable that there axists some negative attitude towards Indonesia taking the lead in this issue.
